Minerals and waste planning

The New Forest National Park Authority is the minerals and waste planning authority for the National Park.

The Authority is working with Hampshire County Council, Southampton and Portsmouth City Councils and the South Downs National Park Authority to produce the Hampshire Minerals and Waste Development Framework. This currently comprises the adopted Core Strategy (2007) which is now under review (see below for more information)

Adopted Hampshire Minerals and Waste Core Strategy

The adopted Core Strategy sets out the vision, objectives and spatial development strategy for the planning and management of minerals and waste developments for Hampshire, Portsmouth, Southampton and the whole of the New Forest National Park until 2020. It incorporates minerals and waste development control policies.

The Public Examination into the Core Strategy was held between January and March 2007 and was found sound subject to a number of amendments. The Core Strategy was subsequently adopted in June 2007. However Associated British Ports successfully applied to the High Court to have parts of the Core Strategy quashed.

In addition paper copies are also available to view at the planning authorities offices. The Minerals and Waste Core Strategy is available to purchase at a cost of £12.00.

The draft Hampshire Minerals and Waste Plan

It is necessary to review the policies and approach in the adopted Core Strategy (2007) for a number of reasons, including changes to the regional aggregates target, updated national planning policy and guidance and additional evidence required subsequent to the High Court legal challenge.

Therefore the minerals and waste planning authorities are undertaking a wholesale revision of the adopted Core Strategy which will be called the Hampshire Minerals and Waste Plan and will include strategic minerals and waste sites. This Plan covers the whole of the National Park for the period up to 2030.

A six week period of public consultation took place on the draft Minerals and Waste Plan between 7 November to 19 December 2011.

Submission of the draft Hampshire Minerals and Waste Plan for Examination

Following consideration of all of the consultation responses received during the six week public consultation, the draft Hampshire Minerals and Waste Plan, the accompanying evidence base and all of the responses received, were formally submitted to the Secretary of State for examination on 29 February 2012.
