Core Strategy and Development Management Policies DPD - Examination in Public
The independent examination into the soundness of the Core Strategy and Development Management Policies Development Plan Document (DPD) was undertaken by the appointed Government Planning Inspector Neil Pope BA (Hons) MRTPI. The role of an Inspector is to consider whether a document (a) is legally compliant (i.e. meets the requirements of the Planning and Compulsory Purchase Act 2004 and associated Regulations) and (b) satisfies the criteria for soundness (i.e. whether it is justified, effective and consistent with national policy). The Inspector took into account the representations made on the DPD prior to submission and subsequent written submissions and oral contributions made at the Hearing Sessions. The Hearing Sessions of the Examination in Public took place between 7 September 2010 and 9 September 2010.
The Inspector’s Report
Following the conclusion of the Examination in Public into the Core Strategy and Development Management Policies DPD, the Inspector prepared a report setting out his recommendations to the National Park Authority. The Inspector concluded that the Core Strategy is ‘sound’ and provides an appropriate basis for planning within the National Park up to 2026

Adoption and transitional arrangements
The Core Strategy and Development Management Policies DPD was adopted by the Authority on 9 December 2010. It now forms part of the statutory ‘development plan’ for the National Park and the superseded existing Local Plan policies no longer apply (the Core Strategy replaces the saved policies contained in various planning documents covering the National Park, as set out in Annex 1 of the document). It provides the first set of consistent National Park-wide planning policies.
Applicants were advised that all applications submitted from Thursday 14 October were likely to be determined under the new policies of the Core Strategy and Development Management Policies DPD (being eight weeks prior to the likely Core Strategy adoption date of 9 December) This timetable allowed for a planned transition from the old to the new planning policies for the National Park.
