National Planning Policy

The Government’s national Planning Policy Statements and Planning Policy Guidance Notes (PPSs and PPGs) provide the policy framework for local planning authorities. The table below summarises the main references in national planning policy relevant to National Parks, which can be material in the consideration of applications within the National Park and should be read in conjunction with the Authority’s Local Development Framework.

Local Development Framework

The Local Development Framework (LDF) contains the development plan documents, policies and programmes which guide the development and use of land in the National Park, and informs decisions on planning applications and appeals. Some parts of the LDF have development plan status, and form the development plan for the area (see ‘Development Plan’).

Core Strategy and Development Management Policies DPD

The main document that has been  prepared within the Local Development Framework is the New Forest National Park Core Strategy and Development Management Policies Development Plan Document (DPD). This document contains planning policies and more detailed development management policies to guide new development. It will be implemented primarily by the National Park Authority as the local planning authority

Following the conclusion of the Examination in Public into the Core Strategy and Development Management Policies DPD in Sept 2010, the Government’s appointed Planning Inspector  prepared a report setting out his recommendations to the National Park Authority. The Inspector  concluded that the Core Strategy is ‘sound’ and provides an appropriate basis for planning within the National Park up to 2026. The Core Strategy and Development Management Policies DPD was adopted by the Authority on 9 December 2010. Supplementary Planning Documents (SPDs)

Following the adoption of the Core Strategy and Development Management Policies DPD in December 2010, the Authority has also prepared and adopted a number of Supplementary Planning Documents to provide greater detail on a number of policies. These Supplementary Planning Documents have been through a statutory public consultation period and are material in the consideration of planning applications within the National Park. Annual Monitoring Report (AMR)

The current AMR is submitted to Government annually in December. It reviews current Local Development Framework Policies and progress in implementing the Local Development Scheme, and can be found here

Statement of Community Involvement (SCI)

This was formally adopted by the Authority on the 28 March 2007. The document sets out how the Authority intends to consult the community and other stakeholders on the production of local development documents and planning applications.

Saved Policies

The LDF also contains some ‘saved’ policies of the ‘old-style’ local plans for the area, which were not superseded by the Core Strategy. These can be found here

Local Development Scheme

The Planning and Compulsory Purchase Act 2004 requires local planning authorities to prepare a Local Development Scheme. This is a publicly available outline programme identifying which local development documents will be produced, and when. The Scheme sets out the Authority’s planning policy development and review priorities for a three year period.

The New Forest National Park Authority’s revised Local Development Scheme (399 KB) was brought into effect on 26 April 2011.

This sets out the timetable for the production of:

  • Sites and Designations DPD
  • Design Guide SPD
  • Recreational Horsekeeping SPD
  • Standards SPD
