National Planning Policy
In March 2012, the Government published its National Planning Policy Framework (NPPF). The Framework replaces previous national planning policy contained within the Planning Policy Statements and Planning Policy Guidance Notes. A full list of the documents replaced by the NPPF can be found in Annex 3 of the Framework.
The NPPF reiterates the Government’s support for National Parks, stating that they have '…the highest status of protection in relation to landscape and scenic beauty…' and that great weight should be given to conserving landscape and scenic beauty in National Parks (paragraph 115).
The Planning Advisory Service (PAS) has produced a checklist to help local planning authorities assess the content of their local plan against requirements in the NPPF. We have undertaken an assessment of the compatibility of our adopted Core Strategy & Development Management Policies DPD (December 2010) with the NPPF. This self-assessment of compatibility is set out in the Self Compatability Assessment document.
Core Strategy and Development Management Policies DPD
The main document that has been prepared within the Local Development Framework is the New Forest National Park Core Strategy and Development Management Policies Development Plan Document (DPD). This document contains planning policies and more detailed development management policies to guide new development. It was adopted in December 2010 and is implemented primarily by the National Park Authority as the local planning authority.
Local Plan Review
In late 2015 we began reviewing the adopted Core Strategy (2010). The review will ensure that the New Forest continues to be covered by an up to date planning policy framework and we are working towards preparing a submission draft version of the new Park-wide Local Plan in 2017. As part of this process we published a draft Local Plan for an eight week period of public consultation between 3 October and 28 November 2016. Supplementary Planning Documents (SPDs)
Following the adoption of the Core Strategy and Development Management Policies DPD in December 2010, we have also prepared and adopted a number of Supplementary Planning Documents to provide greater detail on a number of policies.
These Supplementary Planning Documents have been through a statutory public consultation period and are material in the consideration of planning applications within the National Park.
Annual Monitoring Report (AMR)
Annual Monitoring Reports are published at the start of every year looking back at the preceding financial year (April - March). The annual Reports review the performance of the current planning policies covering the National Park and also progress made in Local Plan preparation.
Statement of Community Involvement (SCI)
This was formally adopted by the Authority in December 2013. The document sets out how we intend to consult the community and other stakeholders on producing local development documents and planning applications.
Local Development Scheme
We are required to publish a Local Development Scheme setting out the timetable for preparing our revised Local Plan over the next three years. The Local Development Scheme sets out the timetable for the main milestones during the preparation, consultation, examination and adoption of the revised Local Plan.
Our revised Local Development Scheme was brought into effect on 24 March 2016 and can be viewed via this webpage. There is a separate Hampshire Minerals and Waste Local Development Framework which covers the National Park.
