Regulation 25 stage (Issues and Options)

The Issues and Options stage is a continuous process of informal discussion and consultation with a range of people and organisations. A number of Discussion Papers have been produced, as set out below:

  • Sites Discussion Paper (September 2006)  
    This paper set out a long list of potential minerals and waste sites subject to initial site evaluation.
  • Sites Discussion Paper (Addendum) (May 2007)
    This includes additional sites nominated by landowners and operators since the publication of the Sites Discussion Paper in September 2006. A number of sites have also been withdrawn.
  • Employment Land and Industrial Estates
    This paper was prepared by consultants to review into the potential future role of employment land and industrial site in meeting the need for minerals and waste facilities.

Regulation 26 stage

This stage is a formal public consultation stage on the site allocation process, giving people a chance to comment on those sites put forward for mineral or waste management activities.

Consultation on the Minerals Plan Regulation 26 Consultation Document ran from 31 October 2007 for six weeks until December 2007.

Submission Plan

The South East England Regional Assembly (SEERA) (now replaced by the South East England Partnership Board) is currently reviewing its policy for minerals apportionment and is pressing the Government to significantly reduce the regional target for land-won sand and gravel to better reflect recent sales trends. An Examination-in-Public (EiP) was held between 6 - 8 October 2009. The Panel Report, published in due course, will inform the Government's final decision.

Work cannot progress work on the Minerals Plan until the regional review is completed. Further details on the mineral apportionment review are available on the GOSE website.

The National Park Authority and its minerals and waste partner authorities have reviewed the timetables for the Hampshire Minerals and Waste Development Framework, and a revised Local Development Scheme was approved by the Government Office for the South East (GOSE) in June 2009.

The sites put forward for sand and gravel extraction were considered by the Authority at a meeting on 24 July 2008 and can be viewed in the officer’s report.

When the final version is submitted to Government there will be another opportunity to make representations on the Minerals Plan. Once registered you will be notified by email when a consultation begins. A public Examination will then be held by an independent Planning Inspector.
