Local Development Framework

(including Minerals and Waste Development Framework)

The Local Development Framework (LDF) contains the policies and programmes which guide the development and use of land in the National Park, and informs decisions on planning applications and appeals. Some parts of the LDF have development plan status, and along with the regional spatial strategy form the development plan for the area (see ‘Development Plan’).

The Local Development Framework for the National Park currently comprises of the following documents:

Local Development Documents (LDDs)

These are ‘new style’ plan documents created under the new planning system, and may be Development Plan Documents, which are part of the Development Plan, and Supplementary Planning Documents (SPDs), which are not.

Hampshire, Portsmouth, Southampton and New Forest National Park Minerals and Waste Core Strategy (adopted 2007)

National Park Plan - a joint National Park Management Plan and Core Strategy including Development Control Polices (Consultation Draft August 2008)

   
  • Supplementary Planning Documents (SPDs)

There are currently no Supplementary planning Documents for the area.

Local Development Scheme (LDS)

This sets out the Authority’s 3 year programme for the production of local development documents in the ‘Local Development Framework’

Annual Monitoring Report (AMR)

The current AMR is submitted to Government annually in December. It reviews current Local Development Framework Policies and progress in implementing the Local Development Scheme.

Statement of Community Involvement (SCI)

This was formally adopted by the Authority on the 28 March 2007. The document sets out how the Authority intends to consult the community and other stakeholders on the production of local development documents and planning applications.

Saved Policies

The LDF also contains the ‘saved’ policies of the ‘old-style’ local plans for the area, as follows.

  • Hampshire County Structure Plan (Adopted 2000)
    Most policies now expired (see saved policies)
  • New Forest District Local Plan (Adopted 2005)
    Some policies now expired (see saved policies)
  • Test Valley Borough Local Plan (Adopted 2006)
    All policies remain in force until 2009
  • Salisbury District Local Plan
    Some policies now expired. (see saved policies)
  • Wiltshire and Swindon Waste Plan (Adopted 2005)
    Most policies now superseded by Hampshire Minerals and Waste Core Strategy, with all but one of the remainder expiring in March 2008 (see saved policies).
