
Planning Policy
Core Strategy and Development Management Policies DPD
The main document currently being prepared within the Local Development Framework is the New Forest National Park Core Strategy and Development Management Policies Development Plan Document (DPD). This document contains planning policies and more detailed development management policies to guide new development. It will be implemented primarily by the National Park Authority as the local planning authority.
The New Forest National Park Core Strategy and Development Management Policies DPD was submitted on 27 May 2010 to the Secretary of State for Communities and Local Government for Public Examination by an independent Planning Inspector, who will decide if the Core Strategy is ‘sound’ - that is whether it is justified, effective and consistent with national policy. Local Development Framework
The Local Development Framework (LDF) contains the policies and programmes which guide the development and use of land in the National Park, and informs decisions on planning applications and appeals. Some parts of the LDF have development plan status, and along with the regional spatial strategy form the development plan for the area (see ‘Development Plan’).
Annual Monitoring Report (AMR)
The current AMR is submitted to Government annually in December. It reviews current Local Development Framework Policies and progress in implementing the Local Development Scheme.
Statement of Community Involvement (SCI)
This was formally adopted by the Authority on the 28 March 2007. The document sets out how the Authority intends to consult the community and other stakeholders on the production of local development documents and planning applications.
Saved Policies
The LDF also contains the ‘saved’ policies of the ‘old-style’ local plans for the area, as follows.
- Hampshire County Structure Plan (Adopted 2000)
No longer in force - New Forest District Local Plan (Adopted 2005)
Some policies now expired (see saved policies) - Test Valley Borough Local Plan (Adopted 2006)
Some policies now expired (see saved policies) - Salisbury District Local Plan
Some policies now expired. (see saved policies) - Wiltshire and Swindon Waste Plan (Adopted 2005)
Most policies now superseded by Hampshire Minerals and Waste Core Strategy, with all but one of the remainder now expired (see saved policies).
Local Development Scheme
The Planning and Compulsory Purchase Act 2004 requires local planning authorities to prepare a Local Development Scheme. This is a publicly available outline programme identifying which local development documents will be produced, and when. The Scheme sets out the Authority’s planning policy development and review priorities for a three year period, and is to be rolled forward annually.
The New Forest National Park Authority’s revised
Local Development Scheme (430 KB) was brought into effect on 11 December 2009.
