New Forest National Park Plan
Consultation Draft

The draft National Park Plan sets out the long-term vision and objectives for the National Park, together with the policies and actions for the next five years and beyond. It combines two important statutory documents in a single integrated plan. These are the National Park Management Plan and the Local Development Framework Core Strategy including Development Control policies. It is hoped that this will make the overall approach proposed for the National Park clearer for interested organisations and individuals.

The formal consultation on the draft National Park Plan and draft Recreation Management Strategy closed on Friday 14 November 2008.

The next stages are:

  • March-May 2009: Working Groups to focus specifically on the issues that generated the most interest and concern during the consultation. The purpose of the groups is to discuss in detail the key points raised and to suggest alternative approaches or ways in which the relevant policies could be amended or improved. Attendance at the Working Groups is by invitation only and the meetings are not open to the press or general public.  People invited to the working groups are representative of the range of views expressed on the issues during the consultation process. These groups will look at:
   
  • 'service' villages and housing (including affordable housing),
   
  • zoning policies
   
  • socio-economic policies
   
  • traffic and transport
   
  • recreational horse-keeping
   
  • recreation

  • Further meetings will also be held in parishes or villages to consider the way forward.
  • October 2009: The revised draft National Park Plan goes to the full National Park Authority for approval; action and implementation plans will be developed in parallel.
  • After the Authority meeting: if the Park Plan is approved, the Local Development Framework ‘Core Strategy’, which is the planning policies integrated into the Plan, will be subject to a further six-week statutory public consultation and, some months later, independent public examination.
  • Autumn-Winter 2009: the revised draft Recreation Management Strategy goes to the full National Park Authority for approval; action and implementation plans will be developed.
  • Nearly 2,000 copies of the draft Park Plan and Recreation Management Strategy were sent out during the consultation period and there were 31,500 hits on the draft Park Plan web pages and 11,500 on the draft Recreation Management Strategy web pages.
